Author of From Poverty to Power, Duncan Green, said we need to do something about it now.
"Unless we act quickly, the gap between the ‘haves’ and the ‘have-nots’ will grow uncontrollably, exacerbating existing inequalities and condemning millions more people to poverty,” said Mr Green.
The Oxfam book argues that poverty has to be dealt with from the ground up, rather than having the wealthy being the only ones to try resolve it.
“Now it is clearer than ever that the only way to end the gross inequalities that have condemned more than a billion people to linger in poverty is through a massive redistribution of power, assets and opportunities.”
Green said that success in dealing with poverty depends on how effectively we respond to the increasing impact of climate change and rapidly diminishing resources, such as oil.
“Dirty, carbon-hungry growth is no longer an option.
“Unless we can find a route to low-carbon growth then we face either catastrophic climate change or serious economic decline.”

The annual National Day of Action for Same Sex Marriage will be held on August 3.
The event started in 2004, when the same-sex marriage ban was passed by the government. It is organised by Community Action Against Homophobia (CAAH) to bring attention to the inequalities in our law.
CAAH spokesperson Emilia Lawonski told SX Magazine that “our government is clearly homophobic”.
“We deserve the same rights as heterosexual couples and we do not accept homophobia as a valid reason for the Rudd government to continue banning same-sex marriage,” she said.
Heidi Claus is a member of the Sydney University Postgraduate Representative Association and said the Rudd government has failed to deliver on many aspects such as health, education and indigenous communities.
Miss Claus said the community which wants the law to acknowledge same sex marriages will need to “fight for freedom in our relationships, not wait for the Labor Party to give them, because they won’t.”
The National Day of Action for Same Sex Marriage rally group will meet at 1pm at Taylor Square before marching to Town Hall.

The crew from The Chaser's War On Everything are once again in the spotlight and paying for their APEC security stunt.
An ad for The Chaser's new DVD, to be released next month, has been banned from State Transit buses.
It features a picture of The Chaser's famous APEC security stunt coupled with a slogan which prides the incident as being "the only good thing to come out of APEC."

A Queensland security guard was given a two-year jail term today after using his walkie talkie (two-way radio) to torment a 36-year-old woman.
Stephen Russell Bain, 33, began making radio contact with the woman when he was intoxicated and apparenty "bored" at home.
She was working on a construction site nearby and shared the same radio bandwidth as him.
Bain harrassed the woman for the next seven days.
He told her he worked at a morgue and would do the same as what he does to female bodies at the morgue, to her.
Bain also told the woman that she would make a good prostitute.
He was tracked down by police via radio frequency and recorded conversations before facing court today.
Bain's lawyer could not give an explanation for his behaviour and the security guard pleaded guilty.
